 Humanitarian Action Training 2009

Humanitarian Action Training workshops were delivered at regional level in 2009, targeting Humanitarian Country Team (HCT) members, regional Cluster Lead Agency representatives, and OCHA Regional Disaster Response Advisors. The training complemented ongoing capacity-building initiatives focusing on Humanitarian and Resident Coordinators (OCHA-led) and cluster coordinators (organized by each Global Cluster).

The training aimed to strengthen the capacity of HCTs to lead and coordinate effective humanitarian action, and was participatory, encouraging learning through the sharing of country level experiences and challenges. The training equipped participants with a broader understanding of key concepts and principles underpinning effective humanitarian action, guidance on the role and responsibilities of the HCT and cluster lead agencies, the importance of building and strengthening partnerships, and ways to identify and access appropriate tools and resources to support humanitarian response.

 Cluster Sector Lead Training

Informal evaluations of the Cluster approach in 2006 identified a need to provide targeted training to current and potential cluster leads on the skills, attitudes and knowledge needed to effectively lead cluster groups at the field level. Following a training needs analysis, OCHA, together with IASC partners, developed a Cluster/Sector Lead Training Programme (CSLT)

The Cluster/Sector Lead Training Programme (CSLT) was delivered in 2007 to provide targeted training to cluster coordinators on the skills, attitudes and knowledge needed to effectively lead cluster groups at the field level.
 

 

 Cluster Approach Lessons Learned

“The Cluster Approach: How did you make it work?” workshop was held on 11-12 June 2008 in Nairobi, Kenya to document lessons learned in operationalising the cluster approach. The workshop brought together more than 70 participants representing clusters from 10 African countries as well as regional partners, global clusters and government representation. Experiences were shared over two days to bring out common challenges across clusters and countries and to identify the solutions that have been developed to overcome these challenges. The participants focused on four broad themes of working in clusters:

1. Partnerships, including working with national authorities
2. Assessment, planning and prioritisation
3. Monitoring and reporting
4. Cross-cutting issues, inter-cluster linkages and transition

 2006 / 2007 Regional Humanitarian Reform Workshops

When OCHA established the Humanitarian Reform Support Unit in July 2006, the priority was to provide regional humanitarian reform orientation workshops to UN agencies, NGOs and government officials. The Workshops provided practioners with basic information and initial lessons learned on using the cluster approach and the CERF.

Documents were provided to support countries who wanted to organize a "One Day Workshop" on the Humanitarian Reform.
